Resumen

La Evaluación del Desempeño Legislativo (EDL) subnacional necesita un marco conceptual y técnico que involucre, simultáneamente, productividad normativa, calidad deliberativa, control y rendición de cuentas, representación, integridad, capacidad institucional, apertura digital y orientación a resultados públicos. El artículo propone y justifica un sistema multidimensional de indicadores cuantitativos y cualitativos para congresos subnacionales, articulado con mejores prácticas. El marco teórico integra aportes de los estudios legislativos (profesionalización, comisiones, coautoría, asistencia y votaciones), el Análisis de Impacto Regulatorio (análisis de investigación e innovación y evaluación expost), la supervisión parlamentaria (audiencias, citaciones y seguimiento a auditorías), La agenda de parlamento abierto y e-parlamento. La investigación es exploratoria, transversal, cualitativa con enfoque inductivo. Asimismo, se define un proceso en cinco etapas: mapeo institucional y de datos; normalización y construcción de indicadores trazables; validación de contenido y de constructo; integración mediante un índice compuesto transparente y auditable; y análisis de sensibilidad sobre decisiones de medición y ponderación. Se presenta una tabla matriz con definiciones operativas, fórmulas y fuentes de datos, y se discuten riesgos de «conteo de piezas», sesgos por heterogeneidad institucional y efectos no deseados. Los resultados ofrecen un diseño aplicable en distintos contextos subnacionales y compatible con estándares de la Organización para la Cooperación y el Desarrollo Económicos (OCDE), la Unión Interparlamentaria (IPU), el Programa de las Naciones Unidas para el Desarrollo (UNDP) y evidencias empíricas (escrutinio en comisiones, evaluación expost, copatrocinio transversal, profesionalización y transparencia). Se concluye que la combinación de métricas de cantidad, calidad procedimental y efectos de política —con trazabilidad documental y apertura de datos— incrementa validez y utilidad comparativa, preservando especificidades institucionales. Se recomiendan reglas de reporte, auditoría metodológica y ciclos periódicos de revisión para sostener la calidad del sistema y su legitimidad pública. Estos aportes buscan homogeneizar criterios evaluativos y fortalecer la gobernanza legislativa subnacional orientada a resultados.
